    At its meeting on December 8, 2011 the Northumberland County (Va.) Board of
    Supervisors approved a special zoning exception for the Bluff Point PUD. Among
    the Conditions imposed on the PUD was one that would supposedly protect the
    groundwater supplies of homes and communities in the vicinity of the
